UP in Northern Idaho

I see 130 car CANPOTEX trains on the Spokane Subdivision. The CP is interchanging these cars w/ the UP @ Eastport, Idaho. Somebody please tell me where all this potash is headed. Export maybe?

2nd question: I hear Dispatcher 41 (Spokane Subdivison dispatcher)give instructions to the train crews and he sometimes refer to Papa Sierra representing PS. What does this stand for ?
