Replacing the aluminum hub with an all steel wheel constitutes a big part of BART's kicking the Bechtel habit. Does not appear they have the resolve to kick. The notorious hubris lives on.

We'll be laughing if the new cars prove noisier than the existing Rohr's and Alstom's. BART knows how to mess up and spend the money. They tried to re-invent the wheel and crapped out.
