UP on BNSF Nisqually/Dupont trackage Fri 2/7

Friday afternoon I was on I-5 in the Dupont, WA area and saw what to me was unusual.
North of Dupont/Steilacoom Rd exit there was a UP loco 7875 or 7578 with string of TTX flats that were obviously heading to Ft Lewis due to the cargo. It had Dupont/Steilacoom crossing blocked and it looked like it was partially in the Dupont siding with a UP locomotive on the tail. The train was stopped when I drove by. The track is in bad shape, I wondered if there was weight restrictions etc on that track. I've read that FRA has 10 mph limit on it.
I know in the past I would see BN/BNSF bringing trains into Tacoma from Ft Lewis before the track was taken out at Pacific Ave.
Is this unusual to have UP moving train like this to Ft Lewis?. Does BNSF provide a pilot or engineer to make the move from the main line?
