The FCC does not require digital transmission at this time. In the past the FCC has given ten years advance notice for any changes that will make equipment obsolete to allow equipment owners to depreciate their cost. The narrow-band requirement we have today was announced over ten years ago.

Also keep in mind that digital signals can be encrypted cheaply and easily. I believe it is available from Motorola at very low cost. No scanners today can decode an encrypted signal. Many land mobile users today are encrypting their signals.
