Santa Fe was the driving force behind the specifications of the SDP-40F, as they wanted a unit similar to their FP-45. As well, Amtrak went shopping for new passenger units just as President Nixon imposed limits on federal agencies buying anything " NEW ". So EMD cobbled up the SDP-40F as a derivative of their previously cataloged SDP-40 that had been built for Great Northern and NdeM.
