Many times it's railroads, not governments, which pull up tracks.

Sometimes trails can be built along rail lines. Sometimes they can't. This is a bogus generalization. Who would be responsible for maintaining unused track? Why would anyone expect railroads to maintain tracks for inactive lines? State and local governments have more pressing needs.

More than here and there - but in lots of places rail trails have helped to preserve railroad history.
