The big issue with running a GG1 today is its PCB-contaminated transformer. You would have to clean it up (and get it certified) and then use a modern insulating oil, which would also mean derating the locomotive somewhat. However, it wouldn't be runnable on the NEC anywhere the trolley frequency is longer 25 hz.

If you took out the transformer and original control equipment and inserted a custom-made kit of electrical conversion apparatus to convert today's trolley voltages and frequencies to make variable 750 v 25 cycle AC (or even 750 v DC) to run the traction motors, it could be done. Bring your big, fat checkbook.
