I won't even try to guess what oddball arrangement the LRC's used.
If normal Amtrak national pool equipment is being used, then it should be using 480v HEP. My guess is that the VIA engines are either dual voltage or 480v HEP restricted for this service. A review of photos might show just a few engines always showing up on the train.
There is also an optional static inverter for HEP that runs off the AR10 instead of a separate genset HEP plant. I think it would be fairly easy for either a static or genset HEP source to be 480 or 575v. The issue would be if someone failed to set the loco or wayside source to the correct voltage ...
