All of the agencies involved have their undies in a bunch because Park wrote the letter, but none of them have addressed the issues he raised. It seems pretty straight forward to me:
Some business had rail services
+ Switches were removed
+ Those businesses no longer have rail service
+ Those businesses must now switch to more expensive means of transport
= Local business have been hurt.
