As I noted earlier, for those who think that switch assembly's and installation are somehow a random gift of nature, ask UP how much they'll charge you for a new switch.... And, it looks like this is the subject of delicate negotiation, so bomb throwing by mid level staff probably would be unwise.
As to this new issue, I don't know about what kind of work some of these foamers do for a living, but in my army, and on my railroad, and in every other place I've worked, there is a "chain of command", and those in command usually make policy and/or give the orders, not the staff. I often had to remind some of my junior planners, that when they ran for public office, then they would get to "make" the policy, until then they needed to listen and follow the policies established by that established process.
Washing this type of dirty laundry with another agency, without proper authorization, is one way I've seen folks get fired, so I generally wouldn't recommend it, until your boss is on board.
