It seems like they have a way of working this out. But frustration can cause actions that are not in the interest of any party.

I think SMART has some issues called 'we are GOD' (somewhat like BART) but the difference is BART has some experience and a private right-of-way. The general manager (maybe construction manager)of SMART as no RR experience and has no mandate other than to get trains running.

NCRA/NWP has a mandate of keeping and expanding freight service. This was confirmed in SMARTS enabling legislation. Also NWP is a common carrier, and so we will see where this ends remember NCRA/NWP may have the Feds behind them, but need to be politically cautious here.
