One other thing I seem to remember (so take it with a grain of salt!) is that average train velocity Spokane to Lewiston would actually be quicker via UP's Washy and the CPR (via Ayer) then over the P&L line even if much of the latter had been upgraded to 40mph. Maybe Stan can shed some light on this.
