This is a great example of the tendency to abandon anything even close to a fact based universe, when the IQ ideology inverse relationship kicks in, and all reason ceases...... to be replaced with, ad hominem political diatribe, unverifiable "factoids" (aka second hand sound-bites from PETA or Fox?), and plenty of just plain 100% pure bull$#it.
I think the piece in the quote spoke for itself. The HSR program and the State Rail Plans are a national joke, with little sound analysis of actual travel demands, cost/benefits, or a real alternative analysis process. The FRA went from being a relatively weak regulatory agency to a project funding agency without real forethought or preparation, and with no real planning and project evaluation processes, that have been in place for highway and transit funding.
The California State Rail Plan is a joke, as it also seems to suffer from the same lack of any real needs based planning, and fails utterly to identify how local, regional, intercity and "high speed" systems will be integrated to provide for our actual travel needs......
Both parties are to blame. Both parties appear these days to respond the loudest, most ignorant, and most greedy self serving idiots on both fringes And, both parties appear to be basically political theft rackets, operating on political campaign shakedowns, who steer contracts and/or steer tax breaks for campaign cash, without much, if any regard to public good or public needs.
But, listening to goofy ideological bull$#it and self serving whining from nit wits and nimby'ss, is just good time wasted, when you could be drinking and/or watching trains.
