As has been pointed out many times in the past (and alluded to above), no HSR line over the mountains would be of any interest to a freight railroad. Too steep, regardless of route. Even the current Tehachapi line is too steep, really, but with enough power it can be operated, slowly. Thanks to all that interesting geology, you have to climb mountains to get in or out of California; freight railroads just need a different kind of railroad over them than a dedicated passenger line does.
