The will add more dispatchers and shorten the territories. Still vastly less expensive.

Same thing that happens now. A manager arrives on the SCENE to take care of the details. As a conductor, I would never (and have never) get off the train to see a body.

See previous answer. The train crews do nothing at the scene of an accident except duck.
