switch 9 to shed 10 is in the long list of UP's intended future improvements. As mentioned, the new signal bridges are designed specifically to accommodate two tracks. Barring some drastic change in northern california traffic patterns, it's not a question of "if" but "when" as to that segment.
The real problem with shed 47 to Norden is ICE. The ice build up, particularly in tunnel 6, makes that portion of the line very, very, very expensive to operate 6 months out of the year. I wouldn't go so far as to say "never" since multiple factors could one day come in to play, but don't hold your breath.
