I think it does a bit more, it removes anyone other than the state from filing suit to enforce the CEQA results. Looks like the NCRA and others also benefit from this opinion.

Really it might be hard for any group (non-govermental) to question rail construction, especally in existing right-of-ways. Now also for new projects that have been approved by the STB.
