Your biggest problem mouse, is that according to most polling, while many folks are increasingly questioning how the HSR is being done, most folks still want and support more investment in more and faster train services, as do I.
The public really doesn't understand some of the nuanced levels of stupidity of what has been done thus far, and probably wouldn't vote to repeal it. Many of the more sincere critics of the CHSRA fiasco that I know actually would like to reform and fix it, not necessarily repeal it. And, few of the "evil gubmint" hard core train haters could or would be able to muster the resources for a repeal initiative, since this seemingly contradictory public attitude might even backfire, in turning out the wrong "angry" voters.
But, I must say that your latest theory about Jerry Brown's secret motivations and his profound mystical powers, is right up there with the vast BART/SMART/NWP conspiracy theories, that you usually blame for these kind of things.
