This has more impact than the subjects here that get fifty comments.

This doesn't stop the legislature from having CEQA requirements in bills but removes them in just about any other situation involving conventional rail. I doubt BART qualifies.

Of course NEPA still applies, but you can't delay a project using NEPA like you can with CEQA. This should make conservatives happy... One less regulation to worry about.
