Both CEQA and NEPA require studies and a listing of impacts, but NEPA does not require the mitigations that CEQA does. Once your EIR for NEPA is satisfied you are ready to go. With CEQA, even after submission and acceptance of the EIR, you can be stopped by a continuing train of suits.
The STB said that once NEPA approval is given no non-governmental legal person has standing to sue.
The only remaining paths open to anti-HSR people are the legislature or convincing a state court that requirements to distribute state money have not been met.
Of course there is always the initiative process. It only takes about 1/3 million signatures, the lowest I believe it has ever been because so few people bothered to vote for governor... the outcome being assumed.
