OPEC wouldn't mind putting the squeeze on shale oil but they are not the only players. The economy of countries like Russia and Venezuela are being hammered and are desperate to earn what they can. The rate of increase in crude oil by rail shipments may slow as fewer wells are developed, but the thousands of wells already in service will continue to supply oil. The following article is a few weeks old but is a good discussion.

(And then there’s Russia, which is already impacted by sanctions stemming from its intervention in eastern Ukraine, and which has a generally cordial relationship with OPEC.)
