The time in MOST of Arizona is ALWAYS MST. It never changes. There are no time zone boundary changes when DST starts and then ends. Arizona does NOT observe PDT since it is not in the Pacific Time zone.

The lands of the Navajo Indian Reservation within Arizona do observe DST and so from the first Sunday in March to the first Sunday in November observe MDT.

When the start and end dates of DST were changed several years ago, some group (I do not remember who) did a study of electricity used in the 2 years before the change and the 2 years after the change The change in the dates showed no change in electricity usage overall.

Also a study in Indiana AFTER Indiana adopted full state DST resulted in an overall increase in electricity usage.
