In 2001 California petitioned Congress to allow year round DST. Then came 9/11 and it fell through the cracks. You wouldn't have to change clocks and you would have the advantages of, say, The Netherlands, which is on the western edge of its time zone and has late sunsets. Of course that is without DST, which it also has. One can read the paper outdoors almost 'til 11.
Being a bit north of Calgary helps too. Another example of why DST is more useful the closer you get to the poles.
