So on the one hand the fact that California FORCES (not "encourages") higher electricity rates onto it's poor discognitive residents to *save* water ...

... but at the same time the majority of water used in California is going to agriculture, not energy.

Yep, that nanny state certainly has all it's ducks in a row ....
