I wonder...why haven't they given serious thought about running on the SC&MB yet? In theory Davenport - Santa Cruz could be upgraded to handle suitable speeds for a P-8 as the 'geometric design' supports it.

Also, a potential alternative, though further afield, could be the California Northern's Davis-Tehama section. It's a different kind of 'scenic' than Niles but there's a pinch over 100 miles to work with at a decent speed.
