May I suggest that rather than jumping to conclusions and immediately blaming the PLA, you read the post by Randy Hees on RYPN at [www.rypn.org] Randy was involved with the negotiations between the PLA and GGRM. Also, see the post by JMann a bit further down for some further explanation.
