The sinking Central Valley

They have been pumping ground water since the 1900's and parts of the Central Valley have sunk as much as 30 feet!
With the cycles of major drought and major flooding the land just keeps sinking
Everything needs to change,
Farming crops that require less water
Thin out the massive growing population (including those that should not even be here)
The state, people and businesses will need to adopt methods used in the Middle East for the use of water or one day the taps will go dry in a major city (like they have in many a small town)
