Read the article - it states quite clearly one of the major issues with Portland is the need to navigate the river, a task most ship operators would rather avoid if push comes to shove. THAT is what I pointed out can't be fixed, no matter if the Port and the union make happy music together, nor if the river is dredged to 70'.
Astoria or somewhere in the vicinity would have been a much better location for an out-going container port.
Oh, and Clinton Dicks ...... your response is typical as to why most people despise your hopeless state. Yeah Einstein, we get it - most of California's water goes to agriculture. That is as it should be, because frankly California is a relatively worthless state minus the ag production. However, the diversion of water away from primary river ecosystems to outlying locales such as San Fran and L.A. has always been an environmental disaster just waiting to happen, and such diversions have nothing to do with Ag outside of the Imperial Valley.
