Granted, Portland has never been a contender as a major container port. But it has been quite successful for years as a viable option for exporting local commodities- as well as an outlet for filling otherwise m-t's for backhaul. Yes, Portland has the same union but not the same facility operator. Portland is the only west coast port that uses ICTSI as a terminal operator- which the ILWU wants to drive off. I'll state it again: resolve the mgt/labor issue at T6 and the ships WILL return.
