Story was that Sacramento Northern 1200V equipment ran on 600V in town (where it shared tracks with streetcars) - it just ran at half speed with dim lights. Apparently the switch for changing between 1200V and 600V operation was only accessible from outside on the ground, so it couldn't be changed while running.
