In San Jose, a large homeless encampment was established over a several year period resulting in a small city of nearly 200 residents, known as the Jungle. The city was reluctant to do anything due to the threat of lawsuits. Only when the California State Fish and Game threatened to fine the city over the resulting "pollution" in the adjacent creek, local official reacted by coordinating with various social services entities. Over about a year, these entities worked with Jungle residents and slowly found housing solutions for the majority leaving individuals who refused any type of help. Last December, the city posted a 72 hour eviction notice and when that time ended, haz mat suited crews entered the location to remove everything. Subsequently, the city improved fencing and increased patrols in the area to ensure the Jungle does not return.
Homeless solutions require the coordinated effort of both public and private entities.
