Not only is it not the same property but really none of them have really any say in the matter. The land is directly underneath the Streetcar viaduct, between Division/7th and 99E. The land is just grass right now, and is basically unusable for anything, not even a parking lot.
ORHF could buy the land as surplus from ODOT but what is ORHF going to do with it? There's no rail access, not enough room to do anything with it... And, frankly, it'd be a piss-poor use of money intended for the preservation of the rail equipment.
This is the reality of being in the city. Portland has had a long standing problem with the homeless. They are going to be in the city so it's better to find them a place to call home, because the alternative IS that they live on railroad right-of-ways, inside rail equipment, etc. Just try to walk through downtown Portland any night/early morning - they're sleeping in alcoves and doorways. What's the alternative? Ship them off to Government Island and let them fend for themselves? This is not "bad news for the ORHF", except that the ORHF chose a location that typically isn't considered the best of property for a business - wedged in between railroad tracks and highways. Maybe the ORHF should move to...oh, McMinnville? Not much of a homeless problem out there. Maybe Stayton? Lebanon? Corvallis?
