The Yellow over Lunar Aspect is an "Approach Restricting" indication, which means "Proceed prepared to pass next signal at restricted speed".
Around here (Northern CA) UP often uses this as a poor man's speed restriction, when you are taking the diverging route at the next signal, and the switch is limited to less than restricting speed. Note that in the picture the next signal is diverging clear, but perhaps it is a very low # switch, so must be taken at very slow speed.
These indications started being used on the South end of the Niles sub and around Newark CA when the south leg of the wye and two miles of the Coast Sub were double tracked a few years ago. Because the wye limits the speed anyway, UP used #11 switches and apparently uses yellow over lunar as an additional safety precaution.
Confussed the heck out of me until I looked the indication up in the AP.
