In PDX's second photo, that signal in the distance above the train is actually a red over lunar, or as listed in the rule book, just restricting. Yes, the lunar on the bottom means they will be doing a diverging move into the east end of Helena Yard at Carter Street.
MRL does not use a yellow over clear (green), even tho it is in the rule book. They do use a yellow over yellow in advance of diverging move at the next signal, more favorable than restricting.
