The approach restricting is an extra "tool", if you will, that helps the train crew know they will be lined at the next signal. If they didn't have the yellow over lunar aspect, they would only get a solid yellow in advance of the restricting. That way, if it's poor weather conditions, they won't have to hunt for the next signal in the fog or snow.

It all helps keeping the process moving. Velocity.
