Good By Niles Canyon Railroad?

Spend some time reading the ACE TRAIN, Moving Forward Plan from April, 2014

Page three states that UPRR has asked for freight access and upgrades to the trackage operated by the Niles Canyon Railroad. If Nilles Canyon ownes the trackage, they are in great shape.If a government body owns the rail, the Niles Canyon folks need to start looking for a new home. There is no reasn UPRR would want to upgrade the line unless the UPRR plans to use the line. And can anybody think of any section of track where UPRR and any tourist group co-existed?
Maybe Rio Vista, but those guys own that track. Portola, but doesn't the city owns that that facility?
The ACE train is looking five and ten years ahead. Maybe Niles Canyon needs to do the same...
