I will dig up the original lease agreement this week. As I recall Alameda County took the ROW for a future transportation corridor from Niles Juction all the way across the Altamont to Tracy. This protected the ROW from reverting to adjacent landowners. So we (PLA) all recognized the possability that it could be taken back. That said, as a former resident of Pleasanton, there is little expectation that the section through P'town would be re-railed. So we might be talking about only the ROW from the former temporary shoofly at about MP 37 down to Niles Junction. So this seems to be a lot of effort to double track 9 miles. Understand I haven't taken the time to read the ACE plan. Since the track and bridges in that span and the crossing signals are all (?) FRA inspected and compliant, it isn't a quantum leap for UP. Others closer to the facts please corrct me.
