So, if the County, for whatever reason, decides to cancel the lease,
UP and/or ACEcould take over the property, build around the NC yard
and other facilties on that list, thus preserving them, and go on
with business.

NCRy could run up and down it's yard track, but that's about it.

If you don't own the property your museum is sitting on, you are
just a tenant and have very little or no say in what happens to the
property beneath your ties.
