It's an interesting "clearing house" for contracts on dozens of grade separation projects that will eliminate the grade crossings within LA County.
ACE had almost nothing to do with the planning of these long needed improvements, as these had been identified and listed for many years from a series of earlier SCAG. Funding comes largely through the LACMTA. So ACE is primarily involved in project level design and construction on various projects through its contractors.
Inexperience with track work is one dubious explanation. A better alternative explanation, might be that no one really cares, since for the contractors, this is "icing on the cake" in the change orders such lapses often create.
All in all, it's a much needed project, that is progressing nicely, for the most part. As for the "low buck" part of ACE, yeah, right........compared to what?
