If O had any, he would have ordered FRA to go ahead and approve the loan in 2013 for phase 1, instead of shutting it down to please an unpleasable Congress that simply checked off one more successful hit on the Dems. Construction would be underway now, with first operation only a year or 2 away, and the trains would most likely be Siemens built in Sacramento. Instead, it'll be effectively 5 years late due to the need to find other financing, the cost will probably be higher, the debt will be to the Chinese taxpayers instead of American, and the trains will be built in China. But it can still work, whereas the alternative operator's theoretical rambling tour train running between freight trains on UP and BNSF is still nowhere and nowhen to be seen, and in the best case is capable of carrying an irrelevant number of passengers.
