I'm hopeful that someone who actually knows something about dispatching will chime in, but in a word, 'no' CBTC is not as you describe, although it would allow for it. What you're describing (Mr. Hepkema) is a rolling warrant. CBTC is Communications Based Train Control, and it can be summarized as having the signalling system ON the locomotive. At least that was how it was described to me. How it differs from PTC, I'm not exactly sure, but a little "googling" should help.
