If you are not a Washington resident, it probably doesn't mean a lot. The subway tunnel under Seattle has been subject to so many delays and problems. The boring head had to be removed and repaired and is still not working and the project is at least three years overdue.

The London Crossrail tunnel has been a model of efficiency in comparison.
