The clusterf*** of the tunnel project in seattle is a new, unwated, and unnecessary *highway* tunnel. The people of seattle voted at least twice something other than a tunnel, but since it's a state highway project the state basically said "Go pound sand, we are doing it anyway". It's now being buried in mountains of litigation, just to add to the fun.

There is a new subway tunnel as well, but all that boring was completed ahead of schedule and under budget, and supposed to open early next year, last I checked. Source: I lived in Seattle for a short time in 2013-2014.

The Seattle newspaper The Stranger (www.thestranger.com) has lots of good information on both projects.
