I don't disagree that the Waterfront Tunnel is over budget and incompetently managed.

I do disagree with the statement that it is unnecessary. Right now the beautiful Seattle waterfront is marred by an ugly concrete viaduct. Removing that will both improve the quality of life and allow additional economic development. Just like not having a freeway over the Embarcadero and in front of the Ferry building, or all over downtown Boston.
