A Cut & Cover roadway could have been incorporated into the Seawall Replacement project, building the waterside portion of maybe 4 lanes first before demolishing The Viaduct. ( The current Alaskan Way 4 lane surface street is completely outside the Viaduct right now.) But this idea makes too much sense to ever happen in Seattle.
I will predict that the Cut & Cover roadway will still happen, once BERTHA the Tunnel Boring Machine finds something else to choke on, and becomes entombed in The Tunnel to Nowhere.
