If the "Sam Clar" written on the building at the right edge of the photo is actually on Sam Clar's business, then the photographer was standing on the west side of 3rd Street between Washington and Clay, looking "north" (the power pole with two transformers would probably have been on Clay Street).

Sam Clar's business at that time was at 495 Third Street (corner of Washington), which would have been right across Washington from the WP depot. (Seems strange that it wouldn't have been a number in the 500's.)
