Not sure where you're getting your information from.
Sutta Recycling (the paper company you refer to) is located at 1221 3rd Street (SW corner of Magnolia). To the west is Amtrak's Maintenance Facility at 1303 3rd, and to the east is the Clam Bucket restaurant at 1155 3rd (corner of Adeline).
The former Western Pacific depot is at the NE corner of 3rd and Washington streets. The addresses for the various business currently occupying the depot are 470 to 496 3rd and 300 Washington.

So, 495 3rd would be across 3rd from the depot.
