As usual with some of these posts, this action, designating existing federal desert lands a monument, doesn't mean anything if BNSF wants to build a third main, or the UP wants to build a second main, because this doesn't affect that privately owned existing ROW at all.....
Even the segment needed for LA-Las Vegas HSR is unaffected by this designation since all of this is mostly to the south of I-40 and old 66 (the Kelso dunes and Kelso already have this national monument designation, which doesn't affect the UP's ability to add a track, at all).
But, isn't it all really part of the vast evil "gubmint" conspiracy?
Yep, it is part of an evil "gubmint" conspiracy started by that evil Teddy Roosevelt to protect some real nice places by making them national monuments! And, since I've been to Kelso dunes, and I just got back from Havasu, with a stop at beautiful downtown Topock, on parts of old 66. and kind of like that part of the desert out by Kelbaker Road, that they are preserving from potential development, I'm perfectly okay with it.
What does it all mean Mister Natural.......?
