I thought there was some environmental issue..endangered frogs or some other concern on the UP line to Las Vegas (Afton Canyon) that prevented addition of a second track needed to restore the Desert Wind a few years ago.
Does anyone remember the exact details?
Also i thought that adding a second track thru Camp pendelton was a big hassle for environmental issues so even adding a track on existing right of way is a hassle
