The speeder group NARCOA has TEN MILLION in coverage to operate on freight railroads with each member buying a "share" of the coverage which has a $2,500 personal deductible. I am not sure just what the total premium but understand they are having problems with renewing their coverage due to a grade crossing accident. Last year each members share was around $125 if I remember right.
I would imagine the rail authority would require at lease 5 MILLION with the premium somewhere around $15 - 20 thousand a year based on what the Oregon Pacific pays. The proposed operator's experience and business plan would influence the premiums significantly.
